Jag har f\u00e5tt respons fr\u00e5n chefen f\u00f6r s\u00e4songsarbete att m\u00e5lsamtalen i anslutning till prestationstill\u00e4gget \u00e4r mycket arbetsdryga. I synnerhet stora f\u00f6rsamlingar och kyrkliga samf\u00e4lligheter anst\u00e4ller m\u00e5nga personer f\u00f6r viss tid till begravningsplatserna under sommaren. D\u00e5 kan det vara betungande att f\u00f6ra diskussioner om prestationstill\u00e4gg med varje sommarjobbare i b\u00f6rjan och slutet av anst\u00e4llningsf\u00f6rh\u00e5llandet. F\u00f6r s\u00e5dana situationer har kyrkans avtalsparter gett f\u00f6ljande gemensamma anvisning.<\/p>\n<p>F\u00f6r den anst\u00e4llda \u00e4r det v\u00e4sentligt att veta att f\u00f6rsamlingen har ett system med prestationstill\u00e4gg, genom vilket den anst\u00e4llda kan p\u00e5verka sin l\u00f6n. Den anst\u00e4llda ska f\u00e5 information om bed\u00f6mningsgrunderna i systemet och den praxis som \u00e4r betydelsefull f\u00f6r den anst\u00e4llda. Man m\u00e5ste alltid ber\u00e4tta f\u00f6r den anst\u00e4llda vilka m\u00e5l som st\u00e4llts upp f\u00f6r arbetet.<\/p>\n<p>N\u00e4r f\u00f6rsamlingen har flera arbetstagare som utf\u00f6r samma arbete och omfattas av prestationstill\u00e4gget, kan informationen om prestationstill\u00e4gget ges utan ett separat samtal mellan chefen och den anst\u00e4llda.\u00a0 Den anst\u00e4llda kan f\u00e5 ett skriftligt informationsmaterial om prestationstill\u00e4gget till exempel i samband med att arbetsavtalet undertecknas. I materialet redog\u00f6rs f\u00f6r grundprinciperna, bed\u00f6mningsgrunderna och tidtabellerna i prestationstill\u00e4ggssystemet. Ett komprimerat material, t.ex. en A4, r\u00e4cker n\u00e4r det anges var man f\u00e5r ytterligare information och vem man kan fr\u00e5ga. Samtidigt f\u00e5r arbetstagaren skriftligt de m\u00e5l som st\u00e4llts upp f\u00f6r arbetet.<\/p>\n<p>Man kan ocks\u00e5 ber\u00e4tta om prestationstill\u00e4gget vid ett gemensamt infotillf\u00e4lle. Ett tillf\u00e4lle som \u00e4r gemensamt f\u00f6r alla s\u00e4songsarbetare b\u00f6r ordnas s\u00e5 n\u00e4ra den tidpunkt d\u00e5 anst\u00e4llningsf\u00f6rh\u00e5llandena inleds som m\u00f6jligt. Vid infotillf\u00e4llet ber\u00e4ttar man om grundprinciperna, bed\u00f6mningsgrunderna och tidtabellerna i prestationstill\u00e4ggssystemet. Materialet kan ocks\u00e5 ges skriftligt. Vid tillf\u00e4llet ska man ocks\u00e5 ber\u00e4tta var de anst\u00e4llda kan f\u00e5 n\u00e4rmare information om systemet. M\u00e5len b\u00f6r ges skriftligt till varje arbetstagare.<\/p>\n<p>Av materialet som ges till den anst\u00e4llda ska framg\u00e5 vem som bed\u00f6mer arbetsprestationen, dvs. chefens namn.<\/p>\n<p>Arbetstagarens arbetsprestation bed\u00f6ms alltid personligen i utvecklingssamtalet mellan chefen och arbetstagaren innan anst\u00e4llningsf\u00f6rh\u00e5llandet upph\u00f6r. Innan anst\u00e4llningsf\u00f6rh\u00e5llandet upph\u00f6r ska arbetstagaren f\u00e5 veta om hen f\u00e5r prestationstill\u00e4gg. Samtidigt anges p\u00e5 vilket s\u00e4tt och vid vilken tidpunkt prestationstill\u00e4gget betalas ut.<\/p>\n            <\/section>\n          <\/div>\n        <\/div>\n            <\/div>\n<\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><a><\/a>Betalning av prestationstill\u00e4gg i tidsbundna anst\u00e4llningsf\u00f6rh\u00e5llanden<\/h3>\n\n\n\n<p><strong>I KyrkTAK 26 \u00a7 6 mom. anges tydligt att prestationstill\u00e4gg i tidsbundna anst\u00e4llningsf\u00f6rh\u00e5llanden betalas n\u00e4r anst\u00e4llningen upph\u00f6r och i till\u00e4mpningsanvisningen finns en h\u00e4nvisning till s\u00e4songsanst\u00e4llda. I v\u00e5r f\u00f6rsamling har vi s\u00e4songsanst\u00e4llda till vilka vi har beslutat betala prestationstill\u00e4gg. Prestationstill\u00e4gget beaktas d\u00e4rmed ocks\u00e5 vid ber\u00e4kningen av semesterl\u00f6n, semesterpenning och semesterers\u00e4ttning (se KyrkTAK 12 \u00a7, till\u00e4mpningsanvisningen punkt 7). Detta g\u00e4ller ocks\u00e5 f\u00f6r prestationstill\u00e4gg som betalas som eng\u00e5ngsbetalning.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p>Utm\u00e4rkande f\u00f6r prestationstill\u00e4gget \u00e4r att det betalas f\u00f6rst efter att arbetsprestationen f\u00f6rst har utv\u00e4rderats. I anst\u00e4llningar som g\u00e4ller tillsvidare st\u00e4lls det upp m\u00e5l f\u00f6r tj\u00e4nsteinnehavaren\/arbetstagaren i b\u00f6rjan av utv\u00e4rderingsperioden och i slutet av den utv\u00e4rderas arbetsprestationen. Prestationstill\u00e4gget betalas varje m\u00e5nad under det kalender\u00e5r som f\u00f6ljer p\u00e5 utv\u00e4rderingen och det utg\u00f6r allts\u00e5 en del av den ordinarie l\u00f6n som betalas regelbundet. Samma princip till\u00e4mpas ocks\u00e5 p\u00e5 visstidsanst\u00e4llningar som \u00e4r l\u00e4ngre \u00e4n utv\u00e4rderingsperioden (vanligen ett \u00e5r).<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p>Best\u00e4mmelserna om prestationstill\u00e4gg i KyrkTAK g\u00e4ller ocks\u00e5 alla m\u00e5nadsavl\u00f6nade visstidsanst\u00e4llda tj\u00e4nsteinnehavare som omfattas av det allm\u00e4nna l\u00f6nesystemet samt arbetstagare vilkas anst\u00e4llningsf\u00f6rh\u00e5llande varar minst fyra m\u00e5nader. F\u00f6r dessa anst\u00e4llningsf\u00f6rh\u00e5llanden har avtalats om f\u00f6ljande avvikande f\u00f6rfarande.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p>Prestationstill\u00e4gg kan inte betalas om arbetsprestationen inte d\u00e4rf\u00f6rinnan har utv\u00e4rderats. D\u00e4rf\u00f6r kan prestationstill\u00e4gg inte betalas till t.ex. s\u00e4songsarbetare innan anst\u00e4llningsf\u00f6rh\u00e5llandet upph\u00f6r. Prestationstill\u00e4gget utg\u00f6r l\u00f6n som betalas regelbundet per l\u00f6nebetalningsperiod, men f\u00f6r s\u00e4songsarbete och \u00f6vriga visstidsanst\u00e4llningar betalas det som eng\u00e5ngsbetalning n\u00e4r anst\u00e4llningen upph\u00f6r. Om arbetstagaren b\u00f6rjar arbeta i b\u00f6rjan av juni och arbetar till slutet av september omfattas han eller hon av best\u00e4mmelserna om prestationstill\u00e4gg. I l\u00f6nen f\u00f6r juni kan prestationstill\u00e4gg \u00e4nd\u00e5 inte betalas eftersom man inte vet om han eller hon \u00e4r ber\u00e4ttigad till det (arbetsprestationen m\u00e5ste f\u00f6rst utv\u00e4rderas).<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p><strong>I visstidsanst\u00e4llningar som varar minst fyra m\u00e5nader ska man f\u00f6rfara p\u00e5 f\u00f6ljande s\u00e4tt:<\/strong><\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p>F\u00f6r visstidsanst\u00e4llda tj\u00e4nsteinnehavare\/arbetstagare st\u00e4lls det upp m\u00e5l i b\u00f6rjan av anst\u00e4llningsf\u00f6rh\u00e5llandet. I slutet av anst\u00e4llningsf\u00f6rh\u00e5llandet utv\u00e4rderas arbetsprestationen och om utv\u00e4rderingen f\u00f6ruts\u00e4tter det betalas ett prestationstill\u00e4gg till arbetstagaren. Prestationstill\u00e4gget betalas avvikande fr\u00e5n det normala f\u00f6rfarandet i efterskott\u00a0<strong>retroaktivt som eng\u00e5ngsbetalning f\u00f6r hela anst\u00e4llningsf\u00f6rh\u00e5llandet<\/strong>. Eftersom prestationstill\u00e4gget \u00e4r ordinarie l\u00f6n beaktas det vid ber\u00e4kningen av semesterl\u00f6n, semesterers\u00e4ttning och semesterpenning. F\u00f6r s\u00e5dana m\u00e5nader under anst\u00e4llningsf\u00f6rh\u00e5llandet som \u00e4r kortare \u00e4n en m\u00e5nad betalas prestationstill\u00e4gg enligt KyrkTAK 15 \u00a7.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p><em>Exempel:<\/em><br \/>\nEn sommararbetares anst\u00e4llning varar 1.6\u201330.9. I juni har man st\u00e4llt upp m\u00e5l och i september h\u00e5ller chefen ett utvecklings-\/utv\u00e4rderingssamtal med arbetstagaren och bed\u00f6mer d\u00e4refter arbetsprestationen. I f\u00f6rsamlingen tas ett f\u00f6rvaltningsbeslut om att ett prestationstill\u00e4gg p\u00e5 40 \u20ac\/m\u00e5naden ska betalas till sommararbetaren. Arbetstagaren f\u00e5r ett prestationstill\u00e4gg p\u00e5 40 \u20ac f\u00f6r varje m\u00e5nad, men det betalas retroaktivt som en eng\u00e5ngsbetalning (4 x 40 \u20ac) vid anst\u00e4llningens slut. Eftersom prestationstill\u00e4gget \u00e4r ordinarie l\u00f6n beaktas det vid ber\u00e4kningen av semesterl\u00f6n, semesterers\u00e4ttning och semesterpenning.<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n            <\/section>\n          <\/div>\n        <\/div>\n            <\/div>\n<\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><a><\/a>Betalning av prestationstill\u00e4gg n\u00e4r anst\u00e4llningsf\u00f6rh\u00e5llandet blir deltidsarbete<\/h3>\n\n\n\n<p><strong>I v\u00e5r f\u00f6rsamling har man funderat p\u00e5 f\u00f6ljande: Arbetstagarens arbetsprestation bed\u00f6ms under ett \u00e5r och d\u00e4refter beslutar man att betala honom eller henne prestationstill\u00e4gg p\u00e5 basis av hans eller hennes arbetsprestation. Arbetstagarens anst\u00e4llningsf\u00f6rh\u00e5llande \u00e4ndras dock till deltid mitt under det \u00e5r d\u00e5 prestationstill\u00e4gg betalas ut. Till en deltidsanst\u00e4lld arbetstagare betalas l\u00f6nen i proportion till hans eller hennes arbetstid (KyrkTAK 14 \u00a7). \u00c4ven prestationstill\u00e4gget betalas allts\u00e5 enligt deltidsprocenten.<\/p>\n<p>N\u00e4r det g\u00e4ller prestationstill\u00e4gget \u00e4r det inte fr\u00e5ga om att tj\u00e4na in till\u00e4gget, utan om att arbetstagarens arbetsprestation bed\u00f6ms ett \u00e5r och till\u00e4gget betalas under det f\u00f6ljande kalender\u00e5ret som en del av den m\u00e5natliga l\u00f6nen.<\/p>\n            <\/section>\n          <\/div>\n        <\/div>\n            <\/div>\n<\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><a><\/a>Betalning av prestationstill\u00e4gg n\u00e4r anst\u00e4llningsf\u00f6rh\u00e5llandet upph\u00f6r<\/h3>\n\n\n\n<p><strong>I v\u00e5r f\u00f6rsamling finns en anst\u00e4lld vars arbetsprestation har bed\u00f6mts och till den anst\u00e4llda kommer att betalas prestationstill\u00e4gg under det f\u00f6ljande \u00e5ret. Arbetstagarens anst\u00e4llningsf\u00f6rh\u00e5llande upph\u00f6r dock mitt under \u00e5ret, i slutet av september.
